Separate three families of measure and label them, because papers that mix them lose the criterion on evaluation. Activity measures say the plan was carried out, adoption measures say behavior changed, and outcome measures say the benefit arrived. Sessions delivered is activity. Share of orders through the new route is adoption. Hours released from the inside sales desk is outcome, and it cannot appear before the middle one moves.

  1. Set the criteria out as headings, then find the original promise

    Before evaluating anything, write down what the change was supposed to deliver and by when, in the words used at the time. An evaluation with no stated target is an opinion, and the criterion asking whether the change succeeded needs something to measure against.

  2. Measure adoption with a baseline and a denominator

    Give the share, the count and the total. Forty-one percent of 2,340 monthly orders is a finding; better than before is not. If no baseline was captured, say so and reconstruct one from whatever records exist, then label the reconstruction.

  3. Convert the shortfall into money or hours

    Multiply the unconverted volume by the time or cost each transaction still consumes. That figure is what the remaining work is worth, and it is the sentence that gets a stalled change back on somebody's agenda.

  4. Locate the stall at a stage, not in a mood

    Ask whether people did not know, did not want to, did not know how, could not, or were not reinforced. Each answer points somewhere different, and pinning the failure to one stage is what turns a story about resistance into a diagnosis somebody can act on.

  5. Write the counterfactual as instructions

    Say what you would have done differently at each decision point, specifically enough that it could have been executed: this briefing in this week, this approval route closed on this date, this group involved in choosing the layout. Vague hindsight earns nothing.

  6. Decide the fate of the old way, then self-score

    Name the date the previous method stops being accepted, who enforces it, and what the exception process is. Then read the draft against each criterion, mark it D, P, B or N yourself, and lift anything under D before submitting.

Ashgrove Dental Supply opened a customer ordering portal nine months ago with a stated target of 70 percent of orders arriving through it by month six. Adoption reached 41 percent of roughly 2,340 monthly orders, or about 959, and has not moved for eleven weeks.1 The 679 orders standing between current adoption and the target each consume 6.5 minutes of inside sales time by phone against 1.2 minutes through the portal, so the gap costs 5.3 minutes an order, close to 60 hours a month, or about 1,260 dollars at a loaded rate of 21 dollars an hour.2 The stall is not attitude. Ninety-one percent of the accounts still calling have never been given a portal login, which places the failure at the knowledge stage and puts it inside the sales team's own onboarding routine rather than in the customers' willingness.3

  • 1Target, actual, count and denominator in two sentences, with the length of the plateau. Eleven flat weeks is itself evidence that reinforcement stopped.

The five mistakes that cost Distinguished

  • An evaluation with nothing to evaluate against. Without the original target and date, better and worse are just impressions.
  • Activity counted as adoption. Sessions delivered and staff trained say the plan ran, not that anybody works differently.
  • The stall blamed on resistance in general. Not knowing, not being able and not being reinforced need three different remedies, so the stage has to be named.
  • Hindsight with no instructions. Saying communication should have been better is not a counterfactual; saying who should have briefed whom, and when, is.
  • The old method left available. While the previous route still works, a share of users will keep taking it and adoption will drift back without a decision being made.
