This manual is for BUS-FPX4048 Assessment 2, start to submission. A middle assessment in this course usually turns from the handful of people on assignment to the local workforce that does most of the work. The assessment usually asks you to design terms, pay and representation for employees hired in the host country, which means the statutory floor is the starting point rather than a compliance appendix. Delegating works too, and a premium original sample costing the statutory floor into cost per head returns inside 24 to 48 hours, with revision until the criteria are met. Your courseroom may print this as BUS FPX 4048 Assessment 2 or BUS4048 Assessment 2; it is the same deliverable, and BUS-FPX4048 Assessment 2 is what this manual walks through.
One honesty note before the manual: Capella revises courses and scoring guides over time, so always write to the exact scoring guide attached to your assessment in the courseroom. The course identity above is verified on capella.edu; the method and structure below are our tutors' approach to it, not Capella's official rubric text.
How BUS-FPX4048 Assessment 2 is scored
Each row is graded by itself against four levels, and that wording is the specification you write toward:
| Level | What it means on a local workforce deliverable |
|---|---|
| Distinguished | Statutory entitlements costed into the employment budget rather than listed, collective arrangements treated as binding, and the local progression consequence of any parent-country presence addressed. |
| Proficient | Terms designed lawfully with pay benchmarked and representation acknowledged. |
| Basic | A home-country job description with a currency conversion applied. The commonest shape a first local-workforce draft takes. |
| Non-performance | A required element absent, usually the statutory or collective layer. |
A paper that treats an overseas operation as a posting destination rather than as an employer of local staff reads as narrow. Most global human resource work is about the local workforce, and the criteria in an upper-division course are written by people who know that.
The BUS-FPX4048 Assessment 2 method, step by step
-
Build headings from the criteria and fix the roles you are hiring
Headcount, level, shift pattern and contract type all change the legal analysis, so decide them before researching. A support hub running evenings has working time questions a nine to five office does not.
-
Establish the statutory floor and cost it
Mandatory payments, statutory leave, working time limits, overtime premiums, notice, severance and any mandated deposit or bonus are not optional and they are not a footnote. Put each one in the employment cost per head, because a budget built on base pay alone will be wrong by a wide margin.
-
Treat collective arrangements as binding
Where a sector agreement or a works arrangement sets minimum terms, it applies whether or not the employer joined anything, and it can set pay floors, hours and dismissal procedure above the statute. Name the instrument and say what it fixes.
-
Benchmark pay against the local market with a named source
A converted home salary is not a benchmark. Use published local wage data or vendor benchmarking, describe vendor data as vendor data, and give the date, because a stale figure in a moving labor market is a factual error rather than an old source.
-
Address progression and the assignee effect
Resentment about blocked advancement is a documented consequence of filling senior posts from the parent country. Say how local staff progress, who owns the development path, and what the presence of an assignee does to it, because a criterion about local development is asking exactly this.
-
Handle employee data and consultation, then self-score
Say where records sit, what crosses borders, what legal basis permits it and what the local operation must tell its own staff. Then read every criterion, mark your own level, and submit early enough to absorb a two-business-day review.
A structure that maps to the criteria
Planning targets our tutors use on this kind of deliverable, not Capella requirements; the guide in your courseroom decides.
| Section | What it must do | Guide |
|---|---|---|
| Roles and headcount | The posts being filled, their level, contract type and shift pattern. | ~160 words |
| The statutory floor | Mandatory payments, leave, hours, overtime, notice and severance, each sourced and costed. | ~290 words |
| Collective arrangements | The sector or workplace instrument that applies and what it fixes above the statute. | ~230 words |
| Pay design | Local benchmarks with source and date, the structure chosen, and total employment cost per head. | ~270 words |
| Progression and representation | How local staff advance, who owns it, and what any parent-country presence does to it. | ~230 words |
| Data, consultation and references | Records location, cross-border transfer, the basis for it, staff notice, current APA. | as needed |
Annotated sample excerpt
A model excerpt from our team showing statutory entitlements costed rather than listed. Learn the method, then rebuild it around the country and the roles your criteria name.
The design starts from the floor rather than from the offer: a thirteenth salary payable in two instalments, a monthly employer deposit into the statutory severance fund, paid annual leave with a premium on top of the normal wage, and an overtime premium for hours beyond the standard week, all of which are entitlements rather than benefits and none of which appear in a converted home-country salary.1 Costed onto a base of 4,200 units of local currency a month, those items add materially more than a fifth before any discretionary benefit is offered, which is why the total employment cost per head, and not the salary line, is the figure the budget has to be built on.2 Above that floor sits the sector agreement, which applies whether or not this employer joined anything and in this sector fixes a pay minimum, a meal allowance and a dismissal procedure stricter than the statute, so the offer letter has to be drafted against the agreement and the statute together, and the design decision left to the employer is what sits above both rather than what can be left out.3
- 1Names four entitlements and says plainly that they are entitlements, then points out that a converted salary contains none of them. This is the sentence that separates a lawful design from a translated one.
- 2Converts the floor into a proportion of base and identifies the correct budget figure. Total employment cost per head is what a cost criterion is asking for.
- 3Treats the collective instrument as binding, names three things it fixes, and reframes the employer's real decision. Getting the order of authority right is the top-column move.

The five mistakes that cost Distinguished
- A converted home salary presented as an offer. Statutory entitlements are not included in a currency conversion, and the resulting budget is wrong before anybody is hired.
- A collective agreement treated as optional. Sector instruments bind employers who never signed them, and ignoring one makes the whole design unimplementable.
- Employment cost reported as base pay. The figure that matters is total cost per head, and the difference is usually large enough to change the business case.
- Benchmarks with no date or source. A wage figure without a year and a publisher cannot be checked and reads as invented.
- Local progression left out. Blocked advancement is a documented consequence of parent-country staffing, and the row asking about local development will notice its absence.
Pre-submission checklist
- Roles, headcount, contract type and shift pattern are fixed first
- Every statutory entitlement is sourced and costed into cost per head
- The applicable collective instrument is named with what it fixes
- Pay benchmarks carry a publisher and a date
- Local progression is addressed with an owner
- Employee data handling and staff notice are covered, APA matched both ways
