One structural point: this is a plan for a person and it still has to behave like an organizational document. Owners, dates, resources and measures are what convert a reflection into something a supervisor could review with you in six months.

  1. Start from the gaps, not from the opportunities

    It is tempting to build the plan around the certificate you already wanted. Work the other way: list the assessed gaps in weighted order and let the top two claim most of the first year. Any action that does not trace to a gap on that list either gets cut or gets a sentence explaining why it earns its place anyway.

  2. Choose development methods with evidence behind them

    Not all development is equal and the criteria notice. Stretch assignments, structured mentoring and deliberate practice with feedback have a research base; a webinar series and a stack of books mostly do not. Cite what you claim about the method, and where the evidence is thin, say the choice is pragmatic rather than proven.

  3. Attach a date, a resource and a price to every action

    An action without a completion date is a wish. Write the month, the resource it consumes, whether that is tuition, release time or somebody else's hours, and who has to approve the consumption. Development plans fail at the approval step far more often than at the ambition step.

  4. Write measures somebody else could verify

    Better at budgeting is not a measure. Building the volume assumption for two service lines unaided, and having the finance director accept it unchanged, is. Each action needs a result that exists outside your own opinion of your progress.

  5. Place the plan inside the organization you actually work in

    Say what your employer will fund, what its promotion criteria reward, and where its leadership model and the published directory pull in different directions. A plan that reconciles the two is worth more than either alone, and reconciling them is the analysis the criterion is asking for.

  6. Sequence it, then stress the calendar

    Lay the actions on a timeline and check whether any month asks for more hours than a month contains. Then name the action that yields when a budget cycle or a survey visit takes the time back, because a plan with no stated concession is a plan nobody has tested. Self-score against the guide, then submit early in the week.

Gap 1, analytical and financial skill, takes the first two quarters, and the action is ownership of the quarterly finance packet that currently reaches our health center board as a spreadsheet forwarded by the accountant with no commentary attached.1 The method is deliberate practice with feedback rather than coursework: I build the packet in January, the chief financial officer marks it up before it goes out, and I rebuild it in April and July with her notes visible in the file, at a cost of roughly four of her hours a quarter, which the executive director has already authorized.2 The result is verifiable by somebody other than me, because by the July meeting the packet either goes to the board under my name with no corrections or it does not.3

  • 1The action opens attached to a numbered gap and to a real artifact that already exists. Development written against a live document beats development written against a category.
  • 2Method, cadence, cost in somebody else's hours, and the approval already obtained. Naming who pays the time is the detail most plans omit and most supervisors ask about first.
  • 3The measure is binary and belongs to an outside party. If your own judgment is the only evidence the action worked, the measurement criterion is not answered.

The five mistakes that cost Distinguished

  • Goals with no gap behind them. An action that traces to nothing in your assessment tells the evaluator the two deliverables were written by different people.
  • Dateless intentions. Over the next year is not a schedule, and a plan without months in it cannot be reviewed by anyone.
  • Unpriced development. Tuition, release time and a mentor's hours are all costs, and a plan that never mentions who approves them has skipped the step where plans actually die.
  • Self-graded success. Feeling more confident is not a result. The measure has to exist outside your own head.
  • Method with no support. Claiming a development approach works, with no citation and no concession that the evidence is thin, loses the criterion the whole plan rests on.

  • Every action traceable to a gap that appears in the priority list
  • A month, a resource and an approver written beside each action
  • A verifiable result for each action, owned by someone other than you
  • The employer's funding rules and promotion criteria named in the document
  • One stated concession for the month the calendar breaks
